What is TIVO?
TiVo is a brand of DVR or digital video recorder. The device allows consumers to capture and record live television broadcasts and stores the data in the device’s hard drive storage area for later viewing.

You need both a TiVo DVR and a subscription to the TiVo service, along with either an existing phone line or broadband connection, a TV source (cable, antenna, or satellite*), and, of course, a TV (HDTV or standard TV).
Do I need to have a CableCARD in order for TiVo Series 3 HD to work?
No. TiVo Series 3 HD det-top box does not require the use of CableCARDs; however, you will be limited to receiving local and basic cable channels, ATSC digital over the air channels with an antenna, and analog antenna channels. You will not be able to access any scrambled digital channels without CableCARDs.
